WU scheduling on HT CPUs

for optimizing throughput on HT CPUs it would be nice if the boinc manager/scheduler would use different projects on each virutal-cpu.
at least some project-wu (e.g. einstein-wus) run significantly faster if only one of that type is crunched at a time along with a wu from another project.
this could work only if the resource shares are not over 50% for a project.
