If you're on Android, it won't work. However, if you're using a PC, I use 7.16.5 which works for downloading. However, are you having issues uploading?
Sometimes I have trouble connecting to servers. When that happens, I click tasks -> 'show active tasks' and pause and click again to 'show all tasks', pause and repeat until it connects to the server. That happens anytime I reopen it and it disconnects from the server.
I too am having problems. This is the boinc client as currently available in the Android Playstore which is version 7.4.53. Looks like the problem is with CA certificates.
Einstein says my computer last connected a few days ago. I've been trying to send a result for several days. Fortunately I still have a little work to do.

Thisis your problem:
"BOINC client version:7.8.3"
Minimum BOINC version as of Nov. 27th 2019: 7.4.36
That ppa worked with Synaptic to show the latest version of Boinc and it worked great thanks!! My question is I installed Boinc 7.9.3
on several other Linux Mint machines and now want to update it, is it as simple as adding the ppa and then searching for Boinc and the package manager will remove the old version and install the new selected version?
As a work around I could clone the drive and then swap them into each machine to get the updated client but that's alot of work for me as I now have 6 or 7, out of 18 total, pc's running Linux Mint.
I too am having problems. This is the boinc client as currently available in the Android Playstore which is version 7.4.53. Looks like the problem is with CA certificates.
Yes, that's given in the event log as the real problem (5th line in what you posted).
If you have a more recent installation that is working, you could try copying the certificates file (ca-bundle.crt) from the BOINC data directory on the working machine and use it to replace the corresponding file on the non-working machine. If you then restart BOINC, it should start working.

If with "you" you mean the E@H project, then no, we are not aware of any server-side issues affecting uploads.

Please provide some log output. That should help find out what's wrong. It should be unrelated to the matters discussed here, though.
