Skip, I'm with Ian on this one - something is fubar'd. Looking back at my BRP7 data from a month ago, my 3060ti (win/cuda) was 1100sec for x2 and my 3070 (ub/opencl) was 1210sec for x2. All with the standard E@H apps and nothing but BRP7 running on the hosts.
So even with a /3 that's still 605 vs 784 but the 3070 is in a 5900X box so 20+ CPU tasks running a mixed bag of other stuff.
I'll take another look at that 3070 box when I get back from dropping of the truck for some transmission recall thing.
Linux Mint v21.2 w/ 6.2 kernel, 16GB of CL16-3600, Ryzen 5700X w/ a locked all-core freq of 4400MHz, 15 of 16 CPU threads avail to BOINC and a single 3070 (Asus Megalodon) in it.
I NNT'd the other GPU projects and suspended anything GPU that wasn't E@H @ 10:25am zulu. It's now running 2 Meerkat B(u)RP7s (stock app) at a time so we'll see what those WU times look like. It's fairly steady pulling 164~166w against a PL of 245w, sclk 2085, mclk 6861 (from watch scripts of nvidia-smi and nvidia-settings) using ~2025MB vram.
Going back thru prior results from it I think I can tell when one of these WUs was running paired with some other projects WU (Prime or Asteroids) because the WU time goes off the tracks (up or down). Just visual looking at the past WUs that don't have the deviated times I'd say it's doing 2x BRP7 WUs in a bit over 1200 seconds.
Should have 'nuff results by EOD to confirm and do some averaging... but this looks a lot more in-line with your 3070 results.
I'll go over to the 6600XT (probably an Asus Dual) box (same OS, ver and kernel, but a 5700G w/ 32GB of CL18-3600 and probably an "Auto" all-core freq) and do similar parsing down to get to just 2x BRP7 WUs for better times on it.
Monitor connect to APU for xorg/cinnamon. Via Corectrl: 1669MB vram, sclk 2785, mclk 1004, pulling 63~86w against a PL of 161w. CPU is auto but averaging ~ 4050MHz same 93.75% of CPU threads to BOINC.
My 3060ti runs with a PL 153W and the 3070 uses PL 180W. On both cards the mem clk is set to the max design speed 14000 MHz. The gpu clk floats within the design gpu-mem-PL table. Card pwr shows as the PL.
On your linked hosts, card pwr is much lower than the PL. On the 3070, reduce the PL to 170W to allow the card more flexibility in its choice of gpu/mem clk rates and ensure that PowerMizer Settings/Preferred mode has ‘prefer max performance’ selected.
On your 6600XT card power is idling. Corectrl has Performance Mode settings for both the cpu and gpu. Set both the High(est) possible.

6600xt idle is 3w. See 6600xt BRP WU times above. Between 3070 and 3060ti but a bit closer to the 3070.

It would. I'll start reading up on that as soon as I finish getting this desktop set up. Mobo went bad on it yesterday and just to booting up to BIOS this morning with a new (different brand and chipset, so new world) and once I got to the OS my Nvidia drivers were crapped out. So starting from a re-install. Don't have BOINC in yet.
