I'm working on a few different machines right now. They share monitors and keyboards and I switch back and forth alot.
So far I've only caught one machine doing this although 2 of the 3 are running the same version of Scientific Linux. The other is a Mac which has not done it (yet).
In the last 20 or 30 switches, I've caught it doing this once. Now I don't really count how many times I switch nor do I check boincmgr every time.
This is just to give some feeling to the frequency of occurrence.
In the last week up until today it has been very unobtrusive. I only caught it once saying "suspended computer in use" yet having elapsed time ticking away and resources being chewed up.
Today however it's happened at least 5 times in the last 7 hours.
Just a data point that points to some random race condition in my mind.
I seem to be hit by this problem too. Einstein@Home does not suspend when i want it to, which causes my battery to drain while i want my laptop to be sleeping. i have a i5 core and a nvidia gt 540m.

Sleeping is an OS function, Normally you're got to change your Power Plan to stop Windows 7 from putting the Computer to Sleep, Sounds as if you need to change to a Power Saver Plan, or edit your existing Plan,
To get to your Power Plans, Go to Control Panel, then Hardware & Sound, then Power Options,
If you want Boinc to Suspend activity when on Batteries make sure on the Activity Menu you have 'Run based on preferences' set, and 'Use GPU based on preferences' set, and that your computing preferences has 'Suspend work while computer is on battery power?' set to Yes.

This problem is less predictable than my wife.
