I'd thought that given ( via Control Panel -> System ) Windows 7 can tell me in some detail what CPU I have, then maybe there was a known API call for that.

Not only this. New application is showing "To completion" approximately 2 times lower as old application (on every machine). ;-)
So the possible additional goal of new application may be... to give us "might-have-beens", that we will compute faster and will start earn credits, comparable with MilkyWay credits for CPU. :o)

The reduced "To completion" estimate would be nothing to do with the new application. Your local BOINC client is responsible for that, based on:
1) The project's estimate of how much work is involved in an individual task.
2) Your client's estimate of how quickly it can do that work.
It is possible that estimate (2) has been thrown off by a correction factor ('DCF') misled by inaccurate project estimates for the early ABP2 tasks. Wait until a new S5R6 task has completed before jumping to any conclusions.

As stated before in this thread, the application is the same (has 'always' been optimized), just the starting mechanism has changed.
