On the PC with 5.2.13 go Start->Programs->Accessories->Notepad.
That will open Notepad.
Put a single empty line in there (aka just hit Enter)
In Notepad, go File->Save As and point it to the BOINC directory.
Save it as gui_rpc_auth.cfg

You can check in the BOINC folder then to make sure it didn't get an extra .txt extension. If it did, rename it so the .txt entension is gone.

Very clear instructions, thank you. Unfortunately it did not work. It still cannot connect.
What next? I do appreciate everyones help, we will get it to work yet.

Did you restart the computer after doing this? That should free up any windows glitches.

I had not restarted the computer. Now that I have restarted the computer it still does not connect. I really thought that might do it, but alas no.
What next?

You did stop BOINC (exit

You did stop BOINC (exit everything) when you made the file, didn't you? (I'd forgotten to add that one in the instructions).

So try this:
Exit Boinc.
Edit the gui_rpc_auth.cfg file.
Fill in a password you can remember. Minimum 6 characters.
Save the file.
Start BOINC Manager.
It'll give you the error message. Press No on the popup window.
Go to File->Select computer.
Fill in localhost at the top and the password you just saved in the bottom option. Press OK.

Does that fix it for now?

That did not change anything; I still get the error message.

I searched the registry and Boinc is not in there. I searched the registry on my computer and I did find Boinc, of course I have the older version of Boinc.
When I have a problem with a program and cannot find a fix even after deleleting and reinstalling. I will delete the program and then delete all references to it from the registry before I try to reinstall. I had thought about doing this, don't like to do it on someone else’s computer though, but now that I have searched and not found Boinc in the registry I am confused. Shouldn't be there?

I don't understand why a search for Boinc did not find where it was in the registry. Thanks for helping me find it. I took the plunge, deleted every instance of Boinc on my husbands computer and delelted the Space Sciences folder from the registry. I then downloaded Boinc 5.2.13 and installed it. It had me install projects and I am now waiting for the screen saver to start so I can see if it is really working now.

I really hate messing with the registry but sometimes that is all that will clean up a problem and get a program to work again. IT IS WORKING! For the first time since December it is working. My husband won't know till late tonight because he is working a horse event all day. He will be so happy. hmmm do I tell him I messed with his registry, nah, need to know basis only.

Technically, only Boinc Manager lives at that address in the registry. All of what Boinc itself needs sits in the same directory the Boinc.exe lives in.
All the science apps use the main Boinc directory and the subdirectories.

If you look at the entries in the registry, you'll see it only shows there what size the certain buttons and tabs should be in Boinc Manager.

So deleting the registry key won't have fixed it. More likely something that sat blocking your attempts in the BOINC directory that you now got rid of.
