I am guessing an rtx 3080 ti uses more power as well as processing faster?

You would need to compare apples -to-apples. i.e. - Comparing what your 3080 Ti is doing in BRP7 credits per day (CPD) and compare how many Titan V's Ian needs to get the same CPD, and then figure out how much wattage is being used by both.
My 3080Tis uses up to my power limit of 315W, and probably more if you lift the power limit more. Yes the 3080Ti is faster, about 35-40% more productive than the Titan V, but uses ~2.5x more energy to do so.
The Titan V (on BRP7) is about as energy efficient as the 40-series cards.
The 3080Tis are on gen3 x16 risers. the Titan Vs and A4000s are all plugged directly into the motherboard (in the 7x system, and the two that are now in the A4000 system). but risers have nothing to do with the power draw or the performance.
Did the A4000 get to the thermal limit when there was one space between? I was wondering about this a while ago when they came out.
if they have space and proper airflow, they do not thermal throttle. they run hot for sure (75-85C depending on ambient, with 100% fan speed), but not thermally limited. Thermal slowdown temp is 100C for the A4000
According to AMD and Wikipedia, my 3950X and 5950X CPUs both support DDR4-3200 in dual-channel mode. The same is said for my EPYC system, though it is a 8-channel MB. But my 5950X is running DDR4-3600 (when running XMP). Can I run DDR4-3600 (in XMP) on my EPYC with no problems?

Just out of curiosity, my 3080 only draws a max of 325W when the PL is set to 350W while doing the BRP7 tasks.
Also my 2070 S is only drawing a max 155W when the PL is set to 200W on E@H BRP7 tasks.
And my 3090 Hybrid is drawing a max of 313W when it's PL is set to 350W on E@H BRP7 tasks.
Is this normal? Or is something else going on that I am unaware of.
