Are you using a proxy server to connect to the internet?
If yes, then you have to tell boinc to use your proxy server:
In the Windows GUI, go to Settings>Proxy Server... and fill in your details.
Then you should be able to attach to the project (Settings>Attach Project...)

There are also some people who still have problems using a proxy. Then i advise to install the newly released version 4.25, it should get rid of the proxy problem.
