That somewhat surprises me. I wouldn't think it would take that much to keep them up. It's definitely related to the government shutdown, not the outage in Berkeley.
(My opinion of the shutdown politely suppressed in this forum. But I will tell you an internet friend of mine works in a Marine Corp recruiting office. She said she had to drive 20 miles to the office today to sign a letter telling her to go home again.)
