Why is CPU NOT running at 100%

I am a newbiw to BOINC and am running two very std (2.4Ghz) home PCs with XP. One PC is running at 100% CPU but the second never gets about 50% for any BOINC project. I do not recall configuring this nor can I see where it could have been done. Any ideas ?

According to boincstats
you own one PIV 2.66 (no HT) and one PIV 3.2 (HT). The latter is capable of running two WUs is parallel. 50% CPU load indicates that only one WU is actually running. Please check your "general preferences" (Your Account). The value "On multiprocessors, use at most" should be at least 2.
