Odd speedstepping problem

Hey folks,

since my recent upgrade to Ubuntu Hardy I seem to have speedstepping problems with my Core Duo laptop. At least, the "power saving" KDE applet shows that one core keeps getting throttled, even when I use the "Performance" setting which was never the case with the two previous OS versions. Since my RAC has become much lower recently, I tend to think the applet is correct. But I have no idea why this happens or how to fix it. Heat is certainly not the problem, core temp is always much lower than what would be considered critical and before the OS upgrade everything was fine. Downgrading is not an option since I am very content with Hardy otherwise. Einstein is affected, but other projects, too.
Help is greatly appreciated.
