I had this problem after the first installation of boinc (the manager v4.25).
I rebooted. deleted boinc manager and then repaired it.
By miracle or chance, my SETIproject appeared immediately this time and I was able to attach a second project.
I had this problem in the development builds. When it came up (I didn't have to delete or repair anything), I'd just exit and then restart the program, and everything woudl display normal. I think it was a bug with the CC, but one that would come up only intermittently. You might want to try re-launching the client and see if it returns...

This usually happens if the BOINC core client is not running, but the manager IS running. Are you on Windows or some other OS?
