Well insanity is relative I suppose. At the same outlet a 3070Ti can go for $2100 AUD, a 3080Ti can go for $3700 AUD, and a 3090 for $4500 AUD. I shudder to think what a 3090Ti will sell at, if they're on offer at all. Compare those to a 730 for $100 AUD, a 1050Ti for $400 AUD, or a 2060 for $900 AUD. So I am mid-range insane .... it certainly does pay to stay off the bleeding/flaming edge of technology.

I'm definitely an Nvidia fanboy, for better or worse, and as far as MB/CPU/RAM requirements goes I choose Gigabyte/Intel/Corsair plus a good size Corsair power supply.

I've think I read that people are limiting the temperature of their cards by limiting the power draw.  Is this a thing?

Yes both brands of cards can be power limited to keep temps and power usage in check.

Can be achieved through either the command line or via GUI.

Limiting temperature is one possible motivation.  Another one is that it is rather common to find that the overall power efficiency is better backed part way down the power curve than it is near the top rate.  

To first order card power consumption is proportional to supply voltage multiplied by clock rate.  Back down the clock rate somewhat, and generally the card is able to run at a lower voltage.  So the power goes down proportionally to the lower clock, and then down some more because of the lower voltage.

But the Einstein production goes down, at most, proportionally to the lower clock (actually, rather less in many cases, sometimes a lot less--depends on the card and the application).  So higher power efficiency from the card itself is a slam dunk. 

But a more honest calculation needs to consider the power consumption of the rest of the system, which generally goes down by a considerably smaller proportion.  So adding everything up, it can go either way.  Try it and measure, if you care about these things.
