I'd like the ability to designate a backup project, i.e. a project that only runs when my preferred project is down and I have no work left to do...

You can with versions 4.45

You can with versions 4.45 and later. Just set the resource share for the backup project at something really low, 0.00001 for example. It will run a couple of workunits for the backup project, then after that you will normally only see the backup project if the main project is down.

Note: The web sites sometimes react badly to numbers that begin with a . so make sure you include the leading zero if you set something to less than 1.

To your note: European style of writting is always with beggining "0". And one more thing, In eastern Europe is written comma instead point. :-)
